Sunway Medical Centre Velocity (SMCV) and Dalin Tzu Chi Hospital in Taiwan have signed a Memorandum of Understanding (MoU) to strengthen cross-border healthcare collaboration. This partnership focuses on enhancing medical expertise exchange, collaborative research, and expanding access to specialised care between Malaysia and Taiwan.
The signing ceremony was held at SMCV and attended by key leaders from both institutions, including Dr Khoo Chow Huat (Managing Director, SHG), Susan Cheow (CEO, SMCV), and Dr Chen Jin-Cherng (Vice Superintendent, Dalin Tzu Chi Hospital), along with consultants in neurosurgery, orthopaedics, gastroenterology, and emergency medicine.
Through this MoU, both hospitals will implement clinical exchange programmes to enhance competency, standardise best practices, and support ongoing professional development. Dalin Tzu Chi’s expertise in digestive health, orthopaedics, and minimally invasive spinal and colorectal surgeries will help strengthen patient services and clinical outcomes at SMCV.

The agreement also includes joint research initiatives, such as multicentre clinical trials and international publication efforts. These collaborations aim to improve diagnostic accuracy, optimise treatment protocols, and contribute to global medical advancements.
To ensure patient-centred care, the MoU introduces a bilateral patient referral system for complex and preventive cases, supported by streamlined emergency transfer protocols between the two hospitals.
Both institutions are also committed to sustainability. The MoU establishes a shared framework for benchmarking green hospital practices and setting ESG-focused targets. SMCV is the first hospital in Malaysia to join the Race to Zero campaign, while Dalin Tzu Chi is a long standing leader in environmental health initiatives in Taiwan.
